The Prime Minister's particularly significant shift on the Britain's after-Brexit connections to the EU recently was designed to communicate to business, to EU officials, and to fellow EU nations, alongside his own backbenchers.

A Revised Framework for Relations

Stronger post-Brexit commercial ties are projected to be examined as within an annual process of government-to-government discussions instead of just at the current year's structured evaluation of the British-European agreement.

This represented the stated position to growing calls regarding a more ambitious renegotiation of relations that entailed re-entering the EU customs bloc.

Internal Calls

A number of backbenchers, labor representatives and senior ministers have added their voices to proposals highlighted by legislative actions last year that resulted in a non-binding vote.

"We are better looking to the European single market rather than the customs bloc for our future cooperation," the leader stated.

He gave a clear answer that returning to the tariff union was a lower priority, as it goes against what he views as one of the successes of the previous year: the signing of comprehensive trade pacts with the US and the Indian subcontinent, with further to come in the Middle East.

Prioritising the Single Market

Instead of the common external tariff, his emphasis is on forging a "stronger bond" with the single market, which would preclude tearing up those international pacts globally.

When the UK completed its departure from the EU in the start of 2021, the prevailing deal stressed freedom from EU regulations instead of frictionless trade for British exporters to the continent.

The current recalibration envisages realigning with EU standards in several sectors to facilitate the free flow of trade: agricultural products, electricity, and the emissions market.

Industry Demands

A leading commercial body last month published a list of new proposals in various industries to assist exporters navigate administrative barriers that has hit the export of products.

Its member poll reported that a majority of companies surveyed believed that the current arrangement was not helping sales growth.

A number of other areas could, realistically, see a similar approach – convergence with internal market standards – in exchange for lowering post-Brexit barriers across manufacturing, in the car industry, pharmaceuticals, or for example in arrangements for VAT.

Continental Response

EU governments were underwhelmed by the limited scope in last year's reset, specifically the London's refusal of suggestions advanced by some commentators regarding the effective return of British exports to the internal market.

The precise arrangements on power sharing and agricultural regulations is yet to be finalised. A proposal for UK companies to be participate in a €150bn security initiative has been delayed over the cost of the financial commitment, after reservations from France. Canada has entered the scheme.

Broader Context

The UK has concluded arrangements to return to a student mobility programme and to further negotiate a youth jobs scheme. This has helped clear the way for further UK-EU talks.

Analysts close to government suggest that the recent publication of a Washington policy paper has shifted the context on UK European policy.

The paper said that the US would "encourage pushback" to the EU's present path and applauded the "increasing clout" of nationalist groups.

Within the administration, there is some recognition that the rapidly changing world has evolved further.

Domestic Calculations

On the national stage, the leadership also foresees being pressured on EU relations not just one political rival, but also a further party, which is campaigning in its traditional heartlands in May's elections.

The Leader's recent words are borne of a combination of commercial realities, politics and international relations as the UK enters a year that will see the decade milestone of the historic Brexit referendum.
