UK and France to Deploy Troops to Ukraine if a Peace Agreement is Agreed

The UK and France have inked a statement of purpose concerning the deployment of troops in the nation should a peace deal be concluded with Russia, the British leader, Keir Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in Paris, he said that the allies would "set up military hubs in various parts of Ukraine and erect secure structures for weapons and equipment" to prevent any future attack.

The partner countries also proposed that the US would play the primary role in verifying a truce.

Russia has on multiple occasions warned that any foreign troops in Ukraine would be considered a "valid objective", but has so far not issued a statement on this recent development.

The Situation and Ongoing War

Russian President Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russian forces presently occupies approximately 20% of the country's land.

"This constitutes a crucial element of our commitment to stand with Ukraine for the duration," commented the British leader.

Heads of state and senior officials from the "Coalition of the Willing" participated in the recent discussions.

He stated at a shared media briefing, he further said: "It establishes the framework for the legal framework under which British, French, and partner forces could work on Ukraine's territory, protecting Ukraine's airspace and waters, and restoring Ukraine's armed forces for the years ahead."

The UK prime minister went on to say that the UK would take part in any US-led monitoring of a possible cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior US negotiator Steve Witkoff remarked that "lasting safety pledges and robust economic promises are essential to a permanent resolution" in Ukraine – alluding to a major requirement made by the Ukrainian government.

Witkoff said the partner nations had "substantially agreed on" their work on establishing such guarantees "in order that the citizens of Ukraine know that when this hostilities ends, it ends forever."

Jared Kushner, ex-President Donald Trump's advisor, also was involved in the talks.

At the same time, President Macron Emmanuel Macron stated that Ukraine's allies had made "significant headway" at the talks.

He added that "strong" safety pledges for Ukraine had been agreed in the case of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "huge development" had been made in Paris, but qualified that he would only consider efforts to be "sufficient" if they culminated in the conclusion of the fighting.

Last week, he said a peace deal was "90% ready". Agreeing on the last 10% would "determine the outcome of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the center of key disagreements for the parties involved.
  • Moscow has often said that Kyiv's military must retreat from the entirety of Ukraine's eastern Donbas or Russia will take control, dismissing any compromise over how to end the war.
  • Zelensky has so far rejected surrendering any territory, but has proposed that Ukraine could withdraw its troops to an designated point – but only if Russia follows suit.

Russia currently occupies about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The two regions form the area of Donbas.

The original US-led comprehensive framework that was circulated to the media last year was perceived by Ukraine and its EU supporters as being disproportionately favorable in Moscow's direction.

This triggered a period of focused negotiations – with all sides trying to adjust the document.

Last month, The Ukrainian government submitted the US an new framework – as well as additional documents describing potential security guarantees and arrangements for Ukraine's rebuilding, he said.
